AI HR tools compared: what each category actually does
A side-by-side comparison of AI HR tools — applicant tracking systems, point AI tools, recruiting agencies and Octively's end-to-end AI HR agency — on coverage, evidence, speed and cost.
The four options on the table
Most hiring stacks end up as one of four shapes. They fail in different places, so the right question is not "which tool is best" but "which part of the job am I still doing by hand at 9pm".
- Applicant tracking system. A record of who applied. Excellent memory, no hands.
- Point AI tools. One stage done well — sourcing, async video, scheduling, a scoring model. You own the seams between them.
- Traditional recruiting agency. Someone else does the work, on a percentage fee, and you see the conclusion rather than the reasoning.
- AI HR agency (Octively). The whole sequence run for you, with the evidence behind every name kept on file.

Side-by-side comparison
| Capability | ATS | Point AI tool | Recruiting agency | Octively |
|---|---|---|---|---|
| Sourcing candidates | No — tracks who applies | Partial — search or outreach only | Yes — human researchers | Yes — AI sourcing across public and inbound channels |
| Screening and interviewing | Keyword filters | One stage, usually async video or a quiz | Human screen call | Structured AI interviews, same questions for every candidate |
| Reference and claim verification | No | Rarely — separate vendor | Sometimes, on request | Built in — every claim traced to a source in the file |
| Evidence you can audit | Application data only | A score, rarely the reasoning | A written summary | A case file per candidate: transcript, sources, scoring rationale |
| Offer and onboarding support | Templates | No | Yes | Yes — offer drafting through first-day onboarding |
| Time to a shortlist | Depends on your team | Days, per stage | 2–4 weeks typical | Days, with the file attached |
| Tools you have to stitch together | Several | Many | None, but you lose visibility | None — one engagement, one file format |
| Pricing model | Per seat, per month | Per seat or per interview | 15–25% of first-year salary | Flat pay-on-hire fee, published before you start |
Categories describe typical products in each class, not any single named vendor. Your stack may differ — check the row that matters to you before you decide.
How to choose without buying four things
- Write down the stage that hurts. Sourcing dry? Screening backlog? Offers falling over? Buy for that stage, not for the demo.
- Ask what evidence comes out. A score with no transcript behind it cannot be defended to a hiring manager or a candidate.
- Count the handoffs. Every tool boundary is a place work stalls. Fewer seams beats more features.
- Price the whole hire. Seats plus interviews plus your team's hours plus agency percentage — compare that number, not the sticker.
Common questions
- What counts as an AI HR tool?
- Anything that uses a model to do part of the hiring or people-operations job: sourcing, screening, interviewing, scheduling, verification, onboarding, or analytics. Most products cover one of those. An AI HR agency covers the sequence and is accountable for the outcome.
- Do AI HR tools replace an applicant tracking system?
- Usually not. An ATS is a record system — it stores applications and moves them through stages. AI tools do work. If your problem is that nobody has time to run the work, adding another tool to the ATS rarely fixes it.
- How do you avoid bias in AI interviews?
- Structure and evidence. Every candidate gets the same questions in the same order, scoring is against a written rubric agreed before the role opens, and every rating points at the transcript line that produced it — so a decision can be reviewed rather than trusted.
- Is an AI recruiting agency cheaper than a traditional one?
- For most roles yes, because the fee is flat and published rather than a percentage of salary. The larger saving is usually your team's time: fewer screening calls, no scheduling loop, and a shortlist that arrives with its reasoning attached.
