AI HR Tools for Startups: What to Buy at 10, 50 and 200 People
4 min read
A stage-by-stage guide to AI HR tooling for startups — what is worth paying for at 10, 50 and 200 employees, what to defer, and the point at which buying the outcome beats buying software.
Startups buy HR software in the wrong order roughly always: an ATS before there is a funnel, analytics before there are people to analyse, an AI interviewer before anyone has written a scorecard. Here is the order that survives contact with reality.
Stage by stage
| Headcount | Buy | Defer | Real constraint |
|---|---|---|---|
| Under 10 | A shared inbox, a written scorecard, a calendar link | ATS, analytics, assessments | Founder time |
| 10–50 | Lightweight ATS, AI sourcing, structured interviews | People analytics, HRIS suites | Nobody owns hiring |
| 50–200 | AI interviewing at volume, verification, onboarding automation | Custom models, bespoke integrations | Consistency across managers |
| 200+ | Full stack plus an in-house recruiter to run it | — | Governance and audit |
The rule under all of it
Do not buy a tool nobody has time to operate. Every per-seat licence quietly assumes an operator: someone who writes the scorecard, runs the sequences, reads the transcripts, and chases the offer. Under about 200 people that person usually does not exist, and the tool becomes a monthly charge for a login.
What is genuinely worth money before 50 people
- A written scorecard per role. Free, and it improves every downstream tool's output more than any purchase will.
- AI sourcing. The highest-leverage spend at this stage: it adds candidates you did not have, which no screening tool can do.
- Structured interviews. Same questions, same order, same rubric. This is the single largest quality improvement available to a small team.
- Verification before offer. One bad senior hire at 30 people costs more than every tool in this list combined.
What to defer without guilt
People analytics, engagement platforms, custom model work, and anything priced per employee that promises insight rather than output. Insight is only actionable when you have enough people for the numbers to mean anything.
When to buy the outcome instead
If your hiring is bursty — four roles this quarter, none next — a stack is the wrong shape. You pay monthly for capability you use in bursts, and you still supply the operator. An end-to-end AI HR agency inverts that: a flat fee paid on hire, no stack, and a shortlist that arrives with the evidence attached.
